The Political Bureau of the CPC Central Committee held a meeting on December 6 to analyze and study the economic work in 2023; We listened to the work report of the Central Commission for Discipline Inspection and the National Supervision Commission, and studied and deployed the work of building a clean and honest government and anti-corruption in 2023.  

The meeting held that this year is an extremely important year in the history of the Party and the country.   The overall economic and social stability was maintained. The Beijing Winter Olympic Games and the Winter Paralympic Games were successfully held. The 20th National Congress of the Communist Party of China was successfully convened, and solid steps were taken in the new journey of building a socialist modern country in an all-round way.

The meeting stressed that next year will be the first year to comprehensively implement the spirit of the 20th CPC National Congress.   We will comprehensively deepen reform and opening up, vigorously boost market confidence, organically combine the implementation of the strategy of expanding domestic demand with the deepening of supply side structural reform, highlight the work of stabilizing growth, employment and prices, effectively prevent and defuse major risks, promote the overall improvement of economic operation, achieve effective qualitative and quantitative growth, and make a good start for building a socialist modern country in an all-round way.

The meeting pointed out that next year, we should adhere to the principle of "stability first, seeking progress in stability", continue to implement positive fiscal policies and prudent monetary policies, strengthen coordination and cooperation of various policies, optimize epidemic prevention and control measures, and form a joint force to jointly promote high-quality development. Active fiscal policies should be strengthened to improve efficiency, prudent monetary policies should be precise and powerful, industrial policies should be developed and safe at the same time, science and technology policies should focus on self-reliance and self-improvement, and social policies should strengthen the bottom line of people's livelihood. We should focus on expanding domestic demand and give full play to the fundamental role of consumption and the key role of investment. We should accelerate the construction of a modern industrial system and improve the resilience and security of the industrial chain supply chain. We should earnestly implement the "two unswervingly" policy and enhance the driving force and vitality of China's socialist modernization drive. We should promote high-level opening up and make greater efforts to attract and utilize foreign capital. We should effectively guard against and defuse major economic and financial risks, and hold the bottom line that systematic risks do not occur.

The meeting stressed the need to strengthen the Party's overall leadership over economic work, comprehensively study, grasp and implement the spirit of the 20th CPC National Congress, and improve the implementation mechanism of major decisions and arrangements of the CPC Central Committee. We should adhere to the principle of "real work", stimulate the entrepreneurial vitality of all social workers, and let cadres dare to do things, local governments dare to do things, enterprises dare to do things, and the masses dare to take the initiative. We need to ensure the stable supply and price of important commodities for people's livelihood, and ensure the supply of coal, electricity, oil and gas transportation. We need to pay attention to the production and living of people in difficulty, ensure the payment of migrant workers' salaries, and pay close attention to work safety, disaster prevention and mitigation, so as to maintain social harmony and stability.

The meeting pointed out that the fight against corruption has won an overwhelming victory and been consolidated in an all-round way, but it is far from complete. We should always remain sober and firm in solving the unique problems of the big party, always remain tenacious and persistent on the road, further strengthen the political determination to unswervingly and comprehensively govern the party strictly, stick to the strict tone, strict measures and strict atmosphere for a long time, and carry out the great self revolution of the party in the new era to the end. Disciplinary inspection and supervision institutions should always adhere to the original mission of the Party, faithfully perform the duties entrusted by the Party Constitution and the Constitution, resolutely implement the Party's strategic deployment of self revolution and the strategic policy of comprehensively governing the Party with strict discipline, persevere in upholding integrity, eliminating discipline and fighting corruption, promote the improvement of the Party and the state's supervision system, forge an iron army of disciplinary inspection and supervision, deeply promote the high-quality development of disciplinary inspection and supervision, and provide a strong guarantee for the realization of the Party's mission and tasks in the new era and new journey.

The meeting stressed that we should firmly grasp the main line of comprehensively implementing the spirit of the Twentieth National Congress of the Communist Party of China, maintain the authority of the Central Committee of the Communist Party of China and centralized and unified leadership with strong political supervision, and timely identify and focus on solving the "seven haves" problem. We should persevere in strengthening the levees stipulated in the eight points of the Central Committee. We should crack down on the emerging of hedonism and extravagance. We should strictly investigate and deal with violations of discipline against the wind. We should resolutely prevent rebound, hidden mutation, fatigue and war weariness. We should focus on correcting formalism and bureaucracy. We should pay close attention to the problems of increasing weight at every level in our work, laxity, capricious use of power, and inaction, and deal with them scientifically and accurately. We should put discipline building in a more prominent position, and implement strict requirements throughout the process of formulating Party rules, educating Party discipline, and supervising discipline enforcement. This will not only make iron discipline "grow teeth" and become more powerful, but also make cadres wake up and stop. In the spirit of thorough self revolution, we should fight a long battle against corruption. We should give top priority to those who have not restrained, stopped or acted boldly since the 18th National Congress of the Communist Party of China. We should investigate carefully and punish severely. We should focus on investigating and punishing corruption cases involving political and economic issues, deepen the rectification of corruption in areas where power is concentrated, capital is intensive and resources are rich, resolutely punish the "fly corruption" around the masses, and further eradicate the breeding ground for corruption. We should improve the Party's and the state's oversight system, give better play to the role of political inspection as a sword, and enhance the effectiveness of oversight over "top leaders" and leading groups.  

The meeting agreed to hold the second plenary meeting of the 20th Central Commission for Discipline Inspection from January 9 to 11 next year.
