In order to better promote digital development in various fields of commerce, the Ministry of Commerce recently issued the "Three Year Action Plan for Digital Commerce (2024-2026)" (hereinafter referred to as the "Action Plan"), which will carry out 5 key actions and a total of 20 specific measures. The head of the E-commerce Department of the Ministry of Commerce stated that currently, the digital transformation of the global economy is accelerating, and the digital economy has become a new engine for high-quality development. The Action Plan will accelerate the cultivation of new quality productive forces, empower economic and social development, and serve the construction of a new development pattern.

Creating a new scenario of integrating digital and real consumption

Cultivate and strengthen digital consumption, and stimulate new drivers of economic growth. The Action Plan proposes to implement the digital consumption promotion action, create a "4+N" online consumption matrix, carry out four national online promotional activities, namely, the "National Online New Year's Festival", the "Dual Product Online Shopping Festival", the "Digital Commerce for Agriculture and Harvest", and the "Silk Road Cloud Product E-commerce Festival", support local conditions to carry out a series of supporting activities, encourage the development of digital, green, health and other consumption, carry out online themed promotions such as home renewal, China-Chic renewal, and scene renewal, create a batch of new consumption scenes integrating data and reality around new product experience, entertainment tourism, sports events, medical care and health care, and cultivate a batch of digital consumption brands.

Digital consumption needs to create diverse scenarios and promote the acceleration of online and offline integration. The Action Plan states that we will encourage the digital development of the commercial and service industry, identify a number of smart commercial districts and stores, promote the coverage of smart service platforms in the 15 minute convenient living circle, improve the "digital museum of time-honored brands", and stimulate the innovation vitality of time-honored brands.

Organize cross-border e-commerce sellers to actively go global

Further opening up new space for the development of cross-border e-commerce. The Action Plan proposes to optimize the supervision of cross-border e-commerce exports, organize cross-border e-commerce comprehensive pilot zones to carry out special actions such as platform and seller going abroad. Supporting cross-border e-commerce to empower industrial belts, guiding traditional foreign trade enterprises to develop cross-border e-commerce, and establishing a marketing service system that integrates online and offline, as well as domestic and overseas linkage. Enhance the specialization, scale, and intelligence level of overseas warehouses.

The head of the E-commerce Department of the Ministry of Commerce introduced that China has been the world's largest online retail market for 11 consecutive years, and the proportion of cross-border e-commerce in goods trade imports and exports continues to increase. The Action Plan proposes to promote the digital development of the entire trade chain, accelerate the application of electronic trade documents and cross-border interoperability, and cultivate new momentum for foreign trade.

Digital cultural trade ushers in new opportunities for development. The Action Plan proposes to implement the "Thousand Sails to the Sea" plan for foreign cultural trade, cultivate a number of brand projects and overseas platforms characterized by digital cultural trade, support cultural enterprises to actively expand international markets, and promote the development of digital cultural trade. Support e-commerce platforms to innovate digital products and services such as cloud computing and mobile payments, strengthen remote delivery capabilities, and develop overseas service markets.

Optimizing the environment for attracting foreign investment in the digital field has become an important focus of the Action Plan.

The Action Plan proposes to continue promoting the relaxation of access to industries such as telecommunications and attracting more foreign enterprises to invest in the digital industry. Introduce and implement a negative list of cross-border service trade, and propose targeted opening measures in the digital field. Improve the convenience of cross-border data flow for eligible foreign-funded enterprises. Support the implementation of data classification and classification protection systems in free trade pilot zones such as Beijing, Shanghai, and Tianjin, develop important data catalogs and other institutional norms, and explore the establishment of legal, secure, and convenient cross-border data flow mechanisms.

The person in charge of the E-commerce Department of the Ministry of Commerce stated that foreign investment access in the digital field is constantly expanding, and the digital economy has become a hot topic of international cooperation. The scale of China's new economy in the business field is growing rapidly, playing a positive role in serving the construction of a new development pattern.

The Action Plan proposes to guide the rational and orderly cross-border layout of the digital economy industry chain; Promote the collaboration between overseas consumer platforms and domestic industrial platforms, and encourage e-commerce platforms to drive upstream and downstream industries such as smart logistics and mobile payments to go global; Promote the facilitation and digitization of foreign investment, and promote the use of electronic certificates for foreign investment nationwide.
