The Standing Committee of the National People's Congress:

In accordance with the supervision work plan of the Standing Committee of the National People's Congress and entrusted by the State Council, the following report on the development of the digital economy is hereby submitted for consideration.

The 20th National Congress of the Communist Party of China made important arrangements for accelerating the construction of a digital China. General Secretary Xi Jinping stressed that it is necessary to stand at the height of coordinating the overall situation of the great rejuvenation strategy of the Chinese nation and the great changes in the world that have not been seen in a century, coordinate the two overall domestic and international situations, and develop security, give full play to the advantages of massive data and rich application scenarios, promote the deep integration of digital technology and the real economy, empower the transformation and upgrading of traditional industries, give birth to new industries, new formats and new models, and continuously strengthen and optimize China's digital economy. Premier Li Keqiang pointed out that it is necessary to accelerate digital development, create new advantages in the digital economy, coordinate to promote digital industrialization and industrial digital transformation, accelerate the pace of digital society construction, improve the level of digital government construction, create a good digital ecology, and build a digital China. Chairman Li Zhanshu made important instructions on relevant work, and Vice Premier Han Zheng and other leading comrades of the State Council put forward clear requirements. The Development and Reform Commission and relevant parties conscientiously implement the decision-making and deployment of the Party Central Committee and the State Council, take the lead in establishing an inter-ministerial joint conference system for the development of the digital economy, and do a solid job in all aspects of the development of the digital economy.
